Basically:

Always create and save your files in LibreOffice and save them in ODF format (ODT, ODS, etc.).
Always keep these files as their source. If you need other formats for distribution to partners, you can open an ODF file and save and distribute another format with ″ Save as… ″.

This way, you always have working files available in your system environment.

Install the downloaded Installer file, and then will able to launch the LO by the desktop icon.
You can make a custom install: there is an option during the custom installation, where you can assign the MS file formats to the LibreOffice. Then the double click on document will launch the LibreOffice automatically.

Note 1: the Fresh versions of the LO are not published for the average users, not published for the daily works. I suggest you to use the latest Still version - if you are not a volunteer tester. The latest Still version is the LO 6.4.7 today.

Note 2. Depending on the previous version number, sometimes better to make a clean install of the newer version. Uninstall first the older version, then delete the rest parts of the LO from the ProgramFiles (or from the ProgramFiles(x86) directory, and delete/rename the older User profile of the LO.

If you have downloaded the installation file but cannot install it it might be a Windows setting.

Click Start menu > Settings > Apps > Apps and Features and under Choose where to get apps make sure that Anywhere is selected in the drop-down (if Microsoft app store only is showing then you cannot install from anywhere else).
