How to set top spacing to a heading on the first line of a page? [closed]

I need to have a set top margin for pages. I need to always start "heading 1" at a new page with a bigger top margin. However the top spacing for headings only work when there is another paragraph preceding it. It doesn't seem to work when its the first paragraph on a page. Is my only option to create 2 page styles or is there a more pleasant way?

Tools > Options > Writer > Compatibility has an item "Add paragraph and table spacing at tops of pages (in current document)". If it is turned off, then the setting in "Spacing Above Paragraph" in the paragraph style is ignored, when the paragraph is the first one on the page.
