I want the footnote numbering be restarted for each page. But it seems either automatic numbering or a single not smart character can be put.

Is there a way to create this format for footnotes?

And can I use smart characters to be automatically chosen, eg *, **, ***, etc for footnotes of a page.

Tools > Footnotes/Endnotes > Autonumbering section > Numbering pull-down list shows the available numbering styles. There is no custom style like the example you indicate available. Related enhancement requests are:

  • fdo#35474, Allow for restarting footnote numbering
  • fdo#52048, Support user-defined identifier sequences (numbering) for ordered lists
  • fdo#55436, Need another numbering scheme: *, †, ‡, §, etc. (mainly for footnotes)
