We lost all info on toolbars & can’t get them back, some we need, and want to start fresh. Possible ? Thanks.

it is a common misunderstanding that new installs will fix configuration issues. Personals user configuration resides in the LibreOffice user profile (can’t provide the location, since you did not mention your operating system). Hence the advice is:
Before you consider to reinstall, check whether your LibreOffice user profile could cause your problem. Start in LibreOffice Safe Mode using Help -> Restart in Safe Mode. If running in Safe Mode fixes your problem, then it is most like that your personal LibreOffice user profile cause the problem and the next advice would be: Reset your LibreOffice user profile, which could also be initiated using Help -> Restart in Safe Mode and the options present therein (this works only, if LibreOffice still can be started; for a non-working LibreOffice the procedure depends on your operating system).
Only after having checked this, it is wort as a last resort to reinstall your LibreOffice software.
