Online HELP says to go to FORMAT - AXIS - Y-AXIS - etc. But there is no AXIS option under FORMAT

There are two settings which affect the ruler in draw:
1. Unit of measurement
Open Tools -> Options -> LibreOffice Draw -> General -> Drop Down: Unit of measurement (see screenshot below)
This can also be changed quite quickly by right clicking the ruler and selecting the desire unit of measurement.
2. Drawing Scale
Open Tools -> Options -> LibreOffice Draw -> General -> Drop Down: Drawing Scale

In Draw, in the menu select Tools > Options > LibreOffice Draw > General and select a scale for your drawing, e.g. 1:50
