I can’t answer (1) or (3). With respect to (2) QA are currently seeking assistance to try and get more users involved with pre-release early testing. At present there is a shortage of people willing to assist with testing and so the QA team is struggling a bit to keep up with the increased amounts of development occurring. The latest version (v4.2.0.4) also had a higher than usual number of bugs late in the cycle and so may have some rough edges for this reason. I do not speak for either QA or the developers (I just help out) but hopefully these sorts of early problems will be resolved in a coming point release.
