I’m using LO 7 and often have to modify and correct pdf files. LO 7 opens them with Draw which is fine, but to fully edit the document I need to have both page orientations in the corrected document.

I suppose the rationale is because Draw is frequently used as a store (some sort of clip art gallery) for constructing illustrations to be pasted in other components of the suite. It is rarely used for a final document, except of course a single sophisticated drawing.
