How do I apply stars and banners to a brochure? [closed]

I'm making a brochure in draw. I go to the Visible buttons for stars and banners, wanting the Vertical and/or Horizontal Scroll on my brochure. I click and 'drag' but nothing. Also hold down ctrl with drag and drop but nothing. What am I doing wrong or what steps am I leaving out?

Is the actual layer locked (=write protected)? Right-Click tab and look at item "Modify".

After reading on this web site (thanks Regina) and seeing some YouTube podcast, I was getting as far as coming up with the visible buttons on the lower tool bar, but could not budge a single item (vertical scroll) to my screen. Because I'm working on a church bulletin, I prayed that God would open my eyes to see what I am doing wrong.

The ANSWER: After coming up with the STARS visible buttons... I need to click twice (two times) on what I want, releasing the hold on the first click (moving to a spot on my screen) then click and hold down (dragging the cruser while holding down) until the object is expanded on the screen. Note: I am using Libre Office 4.1 and I realize the one time 'click-n-drag' I had been doing at first may be correct for an earlier version of LibreOffice Draw.

Thank God for opening my eyes and appreciate Libre Office for giving a novice an opportunity to ask questions. God Bless you all...Kars
