How to set LibreOffice Draw to view only mode by default

I want to set it to view only mode like the default when using Acrobat, I want to be able to zoom into a document and drag the camera to just view the PDF, the current default seems to make you drag the image around instead of moving the camera.

I open a lot of PDFs to look for information and then go to the next PDF. I was using Acrobat for viewing because by default it opens to view only mode(having the tabs feature was also nice when opening multiple PDFs at the same time) and you have to select edit mode if you actually want to edit but now I want to switch to Draw full time.

Is there a setting I can change for this? (Sorry if my post was too long)

To read pdfs I suggest you use a pdf reader; Draw is not a pdf reader. If Adobe Reader is not suitable then there are many other readers out there including open source.

Any suggestions? I just wanted one program to handle it because it would be convenient. I could go back to Adobe Reader, I guess.
