Line Spacing on Hard Return

I’ve formatted a style to have double spacing between lines and paragraphs. However, when making hard returns (using Enter), the lines appear single-spaced. This document is in DOCX format since the target audience primarily uses Windows and Microsoft Office. If I save the document and open it in MS Word under Windows, the lines are indeed double-spaced, so it is apparent that Writer is formatting the document correctly. However, the length of the document is inaccurately represented in Writer, and the print preview reflects this inaccurate formatting.

Have I overlooked a feature of Writer, or is this a known bug?

Using docsx format with Writer can always create a smaller problems. Microsoft is said to make docx a moving target.

Recommendation:
Use ods-format and save only the last copy in docx format.
