I’ve downloaded three times getting the same message. Each time I would delete the previous file so if there was a download contamination. I scanned with Malwarebytes and nothing was detected.

Earnest.Al I followed your directions. The download window downloads 32 bit by default since it surveys my system. I’m still getting the same message. Should I edit my registry to remove all Libre lines?

In Windows click on Start menu > Settings > Apps > Apps & Features > Choose where to get apps and select from the drop down list Anywhere.

Go back to LibreOffice.org and ensure that you download the version that matches your operating system and the bitness, whether 64 bit or 32 bit.

Turn off your anti virus during install. See General Installation issues (Windows).
