I am trying to define a Keyboard Shortcut for View/Toolbars/… and then a custom toolbar I want to toggle.
In Tools/Customize/Keyboard/Category panel, in the lower left panel, I can select View, but Toolbars does not appear as an option.

You should surely read Andrew Pitonyaks famous texts (“OpenOffice.org Macros Explained” and “Useful Macro Information”), available from www.pitonyak.org/oo.php. The second text contains a subchapter 5.44 which may cover most of what you need.
There is a name “PDF English Macro Document” for the “Useful Macro Information” in the Andrew’s site.

Consider to download documents you may need more than once. We seem to be on a way to maximise net traffic instead of seeing it as a resource we (not necessarily per individual) have to pay for in one or another way.
