Libre office 7.1.3.2 only works in safe mode. Hangs up and sort of partially opens a grey screen when I try to load it normally. Have tried turning off hardware acceleration, turning off all extensions, resetting to factory defaults including resetting profile. This is a new install so there is nothing I need to save on it. However doing a standard uninstall and reinstall does nothing. Windows 10, latest update. Nuking it from orbit with iobit uninstall does not solve the problem either,

Otherwise, uninstall LibreOffice and remove all associated folders and files from LO.

Solved it! Ran Libre Office in safe mode again after BOOTING WINDOWS INTO SAFE MODE. This time resets stuck. Have no idea why that worked. I was at the debugging desperation mode of “(expletive deleted - not good however presented - @Ratslinger ) around and find out”. Also deep scanned for viruses and malware using my anti-virus full scan plus malware bytes. But as far as I can tell the only malware I have is Windows and Norton. :At any rate it is fixed, even if the link between action and result is puzzling.
