What I have to do in Libre Writer to indent a whole paragraph? In MS Word, I can select the whole paragraph and indent it by pressing tab-key. This doesnt work in Writer.

Indeed the Tab-key doesn't work in Writer. Writer is also not copy of Word, it is an alternative. However you have several possibilities to indent a whole paragraph.

Click into the paragraph then
1 - Click on the "Increase Indent" button
2 - Format > paragraph > tab indent > set your indent value > Okay
3 - Define a new paragraph style with the indent you want to have then apply this style whenever needed
4 - Define short cut keys Tools > customize > category: format & function: increase indent and assign a short cut key

What is said above for "indent" could also be done equivalently for "outdent" or using Writer terms "decrease the indent".

I really would suggest using solution 3. Using paragraph styles you or editor can later change the indentation for the whole document by changing the style or maybe use italics, smaller font or whatever is fancied.

@mahfiaz- You are right, No 3 would also be my personal preference whenever I need to this more often.
