Why does sometimes the style and format windows not appear

I have problems using style and formating in LibreOffice. The rest works nicely.
Sometimes, clicking “Styles and formating” does not open the window, nore does the F11 key.
I also have problems trying to apply editor requested format to a text.

I think this happens when not in edit mode.
