Can LibreOffice Impress embed MP4 videos?

Please refer this answer. Also note that MP4 is a container format that tells us nothing about the codec used in the audio / video streams within the container. The codec for each stream is what is required in order for the video file in question to play.

On Windows, LibreOffice can open anything for which DirectShow filters are installed (list of default formats).
Fair enough, so what direct show list is on the windows site?

Which doesn’t get me, the end user, much farther down the road. What I know is that mp4 videos play in windows media player, not in LO. Nothing but wmv files in LO runs for me.

I have an ODP that in version 4.2 ran an mp4 in 4.3 no longer runs?
Discontinued some codec?

Thanks for posting the details. The video in your example is using MPEG-4 Part 10 (list of MPEG-4 part specifications on Wikipedia). What operating system are you running? The codec used by LO, as indicated in this answer, must support this video codec for it to play. If the documentation says it does and it is not playing, please report a bug.
