I do not use headers or footers and I do not want the cute little tabs popping up any time my pointer is between pages, they often cover text.

I am aware that moving my pointer to the body of the text, or off of the page, will make the "Header (Default)" and "Footer (Default)" tabs go away.

My question is how to keep them from showing up at all, ever.

I fear this isn't possible yet - here's a OOo forums thread regarding this issue, including a link to bug report on this matter.

Maybe changing/modifying your default template, deactivating the header and footer in it.
