Why am I unable to open .xls files on my windows workstation that has libre calc v 4.2.6.3

My Operating system is Windows 8.1 single language.
Having difficulty opening .xls files with libre calc 4.2.6.3.

It askes if to import and when I click Yes, it opens a blank page

Have you tried, selecting the file type before to open the file?
