Is it possible to develop an Extension that open an html page?

I was asked to develop a simple extension to LibreOffice where I had to simply load an HTML page, for instance Google. I’m not finding information related to this. Is it possible?

I’m using LibreOffice 5.0.5. and was thinking of using Python for developing this Macro.

LO will already open html pages by default. Why on earth do you need an extension for it?
