Where do I need to key in to put the following mobile number into text format, that means the ‘+’ and ‘-’ remain unchange
?

What you essentially want is to have that combo entered as text (whereas normally it will be interpreted as a formula). To get it to be seen as text precede the whole thing with an apostrophe:-
- ’ (U+0027) APOSTROPHE
The initial apostrophe delivers the same message in calc as it does in Basic (macro) programming:- everything that follows is (comment) text & not code.
PS
Change that number to “+0123-9876543”
