I want to put a watermark, headers, footers, and other non-data related items on my drawing. However, when I try to create a new layer for this: I can not add anything to it. I hold an object until it flashes and drag it over the layer tab, but the cursor is shown as a circle with a cross going though it. I check the layer properties and check “visable” and “printable” and try it again, same result.
When I open the layer properties again, I notice that all my settings where not saved and everything has been unchecked.
I can work with the original 3 layers just fine, they work as expected. But any custom layers are quite useless.
