The reason for that, normally, is because the Hyperlink is broken. LO/OO Hyperlinks are prone to such link breakage, and there is no simple method to find nor to bulk-fix those broken-links. Damn frustrating.
- Place the cursor in the middle of the hyperlink

(Ctrl+K

)In this particular case, the Hyperlink is NOT broken; therefore, Ctrl+Click works & jumps to the target of the link.
If the Hyperlink is broken it can be fixed by entering a valid link. That is your only current option. If you have 100 identical broken links, you will need to repeat for each of the other 99 broken Hyperlinks. Nice.
