using libreoffice to convert html to pdf and include comments

I am running LibreOffice in headless mode on my server to aid with converting various files such as docx to html and then from html to pdf. The process works fine and ignoring some formatting issues the files are properly generated.

However, the major issue I’m having now is with the final PDF file. I would like to automatically insert comments on highlighted text so they appear when viewing the PDF file. In other words, the generated PDF file would use the built in PDF commenting markup and include the comments around various highlighted text.

For example, within the HTML, a part of the text will be highlighted. This highlighted area should be flagged as a comment when the PDF file is created. Adding comments manually within PDF files is easy, but I can’t seem to find a way to automatically insert comments as the PDF is created/converted.

Is this possible?
