I frequently use a font that looks bad both with and without the kerning capabilities of LibreOffice Writer, however it’s still way more better without kerning. I want Writer to start with kerning turned off by default, but it couldn’t find a way to set this. by that I mean that whenever I open a new blank document, I want kerning to be turned off. Setting default font type and font size is possible, I hope this one’s too.

Out of curiosity, what is the font in question? I guess it must be old if it looks bad with kerning enabled?

I understand. Very nice to know. It’s unfortunate that so often we still have to use inferior fonts like this, especially since lately, open source and professional-grade fonts have become more available (like Adobe Source Sans).
@CyanCG: In fact, I’m not forced to use it, but do so because I like this font. If you know a font that looks very similar and can be kerned properly, let me know!
Actually, there is one! TeX Gyre Heros, a free font provided by the TeX Font project, is basically an enhanced Helvetica clone; Arial is a clone of Helvetica to begin with. You can dowload it here: http://oldwww.gust.org.pl/projects/e-foundry/tex-gyre/heros/index_html. Take the “8 OTF files”.

You may try as follows:
(1) Open a blank Text Document (Writer)
Menu Format → Styles and Formatting (F11) → Paragraph Style → Default →
context "Modify" → Position tab → Spacing → ☐ Pair kerning (disabled) → OK
(2) Menu File → Templates → Save... (insert a file name) → OK
(3) Menu File → Templates → Organize... → My Templates
Select your new template
Click on "Commands" → Set As Default Template → Close
(4) Restart Writer
