The default apparently is to display “Space Before” paragraphs at the top of the page, and there appears to be no way to change it in LibreOffice 5.0.4.2, according to the help files that come with the app: this seems to be a bad choice for a default, and I want some way to change it.

For which paragraphs is this a real issue? Do you consistently use paragraph styles?
If so, you can change the property in the involved paragraph style(s).
In LibreOffice 6.3. you can choose menu Tools-Options…-LibreOffice Writer - Compatibility and uncheck Add paragraph and table spacing at top of pages. Maybe you also want to press Use as Default.
Also valid in versions 6.4.7.2 and 7.0.4.2.
