As I understand it, rights management is an integrated solution. An MS TechNet article on planning IRM (a subset of DRM) for MS Office 2013 references Active Directory, Sharepoint, and Azure services. LO is now in the early stages of providing a cloud-based service solution. Refer ownCloud blog post. I would suggest contacting Collabora directly about future plans for this solution.

If your documents are going to be in their final format when other people are viewing them, it might be easier to look at protecting them as PDFs since there are a number of solutions out there that work to protect PDFs with some flavor of DRM. And, most everybody has PDF software as it's a universal standard.
