Pivot table only offers "Refresh" and "Delete", grayed out

I am running 5.1.2.2.0+ on OpenBSD snapshot of May 1, 2016, and the Data->Pivot Table only shows Refresh and Delete, both of which are grayed out.

Starting with LO v5.1 there were many menu changes. Look in menu Insert->Pivot Table...
