V. Calc - I can't get freeze rows to work

I've selected the top row, clicked on View>Freeze Rows and Columns. It doesn't work. Is there a workaround? Some other method?

Rows ABOVE or columns to the LEFT of the selected cell is what is frozen. Selecting the top row freezes nothing. Selecting cell B2 & Freeze freezes row 1 and column A.
