Unfortunately not, it is a limitation inherited from OOo… The enhancement request was made.
It is of course possible to insert an OLE object but you can not link frames on multiple pages.
Drawing tools and layout possibilities in Writer are very rich. I personally use this module for publications that require this feature, and I copy-paste from Draw the elements that I can not achieve in Writer (eg connectors).
