No row or column entry in the insert menu

I am using LibreOffice 5.1.4.2 from the latest stable Ubuntu. The top level “insert” menu has no item for rows or columns. How can I insert a row?

It’s under the menu item Sheet. You can also select a row or column then right click for insert/delete. There is also a toolbar - Insert Cell.
