Try:
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED
I get the same thing when I click on TORRENTS
Check your proxy or firewall or antivirus or whatever may intercept your internet traffic. Site is up and running fine (check here). If you want to download the “fresh” or “still” installation package also try libreoffice-fresh or libreoffice-still.
Don’t get updates in LibreOffice but get them with your browser. That’s much less error prone. You can of course get updates of extensions with the extensions manager in Libre.
I did a factory reset on my router and it resolved the problem.
