Can't download: refused to connect.

This site can’t be reached refused to connect. Go to Search Google for download documentfoundation org libreoffice stable win x86 LibreOffice Win ERR_CONNECTION_REFUSED

I noticed that after I hit the download button a circle with an i is in the url bar I clicked on that circle and it told me that the page was not secure,

I went to a site WHYNOPADLOCK.COM and put the download URL in


and this is what returned

When I put the ftp url in, it worked.

Apparently there is a problem with switching of the URLs. Any ideas?

ANSWER: I did a factory reset on my router and it resolved the problem.

I can access it alright. Maybe a local or provider problem?
