The strong pasword protection of any document is done by encrypting it using 'Save As...' . The dialogue will offer an option 'Save with password'.
Be careful. To get access to an encrypted document having forgotten the password is next to impossible.

For specific parts of the content (for 'Writer': mainly frames) there are options to protect the content and/or some attributes against accidental changes editing the properties of the respective object. This does not allow/require a password. Only for 'Calc' there is a way to strengthen the weak internal protection a bit using passwords.

You should also read the offline help for "Writer / protecting;contents".
