If I select Format > Page Properties, there is no Page Setup tab at all and, therefore, no option to change page features like page orientation, page margins, etc. I’m using Kubuntu 16.04.1, 64-bit. I tried re-installing Draw only, but it made no difference.
I uninstalled v5.1.4 and installed v5.2.4. There is still no Page Setup option/tab in Draw under Format > Page Properties, only a Page Background option/tab.
As a workaround, you can secondary click on the page, and choose Properties….
The question may have arisen after playing with menu Tools - Customize… - Menu tab.
You will need to search there for Page Properties in the Functions, and then add it to the Target Format.
Now I’m working with LibreOffice 6.3.6.2, and here there is a Page menu option.
