Writer cannot export PDF with comment [closed]

I make comments on the odt files and export it as PDF. My system is fedora 24. I can see the comments In the 'evince' reader. But when I copy the file to a windows machine and open that file. I cannot see the comments.

It may be a bug from the pdf library that writer uses. If anyone can tell me what pdf export library it is, I will report this bug to that place.

I created an ODT file with comments in Fedora 24, LO 5.1 (using Insert > Comment...), exported to PDF, opened in Evince (comments appear), then copied the file to Windows XP and opened with Adobe Reader XI, and I also can see the commments in Windows.
