Windows 10 installation troubles

I am having trouble installing on a laptop with Windows 10.
Windows installer says “The system administrator has set policies to prevent this installation”.
I am the administrator. How can I fix this?

[It is a Dell Insperion 5558, Windows 10 Home, 64 bit OS]

It seems that there are some problems with this. For me it installed BUT to run it, i must run under admin rights.

I have asked here before about it, got no reply and no fix.
