How to invert vertical scrollbar control?

With a vertical scrollbar control for a cell's value, one would expect the upward direction to increase the value and downward to decrease it. However, it does the opposite. When I click on "Position and Size" -> Rotation, it is greyed out. When I drag the top handle on the scrollbar down below the bottom handle, hoping that will invert it, it doesn't. When I delete the control and re-create it by dragging top to bottom rather than bottom to top, it doesn't matter.

How can I create a vertical scrollbar control that does what one would expect?

Answering my own question:

The "spin button control" works as expected (opposite of the scrollbar control). It isn't clear to me what the difference between these controls is, other than their direction of control.
