I remember that when I used Writer for the first few times, I was able to drag and drop headings in the navigator window and liked this feature. Now I can’t do it anymore and don’t find help in the help file.
What settings need to be made to enable drag and drop of headings in the navigator window of Writer?

I think you can’t - use the up and down, promote/demote buttons in the top right. There are a whole slew of pretty important bug requests related to the Navigator in the bug tracker, so maybe add a request to one of the existing threads and maybe it will get fixed one day.
