I have a document that looks like this:
20. PARCEL DIVISIONS
20.1. Deciding Body: Administrator.
20.2. Applicability: Except where exempt at Section 20.3 below, a development permit authorizing parcel division must be obtained prior to the partition of any parcel within the jurisdiction of Boundary County.
20.3. Exemptions: Provisions of this section do not apply when all new parcels created are not platted and equal or exceed 20 acres or one-thirty-second aliquot portion of a section in size, nor will these provisions or minimum parcel size requirements apply when:
20.3.1. Parcels are created for lease solely for the purpose of agricultural or silvicultural production and harvest.
When I save it as a doc, it looks like this, but when I save it as .html it looks like this:

This example is in Section 20 of my documents. I have the same issue with Sections 2, 7, 8, 10, 13, and 18 - all other Sections retain their appropriate Section numbers (as shown in the .doc example above). Specifically, I do NOT WANT TO LOSE THE SECTION NUMBERS but it appears that some form of auto-renumbering is in play. I have turned off numbering and re-saved, I’ve tried creating the document as a text file but when I save it as a .doc then .html I lose the Section numbers - but ONLY on a SELECT FEW of these Sections. Obviously there is a switch turned on somewhere but where? Thanks for putting up with this question - I will appreciate any help I can get!
