Libre Writer 5.1 Windows 7 . Previous method of choosing File-Properties, select Description tab, type in new title in Titlebox, click OK doesn't work anymore.

It still works for me. That is to say, when I enter a name in the title box and then insert a Field- Title, it correctly displays the title. It also works across saving as docx. What isn't working for you?

I was referring to the title in the "Open" icon list of documents.

Reread your question then, because that explicitly refers to what I wrote. I followed your instructions there and landed in that dialog box. If you are referring to the behavior of Windows Explorer, you should say that at once. And then it's not a problem of LibreOffice, but of Windows.
