This sounds like a Windows privileges issue. Try searching Google using the exact text of the error message you receive.
Be sure you are logged in with administrator privileges. Be sure the application is stopped, might help. I assume you’re trying to use programs and settings to remove the install. (YOU can’t just delete the files on Windows).
