Print labels in Windows 10

I just installed the up to date version of Libre Office so that I would have Libre Office Base so that I could convert my spreadsheet file to a database. However "Base" is not showing in the programs menu -- although write, calc, impress, draw and math are showing. How do I get "Base" installed so that I can convert my spreadsheet and "register it, and then choose it from the Database dropdown in the Labels setup dialog.

What version? Which database? And do you have java setup?

On the LibreOffice documentation, LibreOffice Writer Guide chapter 5, it's explained how to print labels.
