I have migrated from Windows office recently and wanted to know whether can I get cooldot font in LibreOffice. If so how to include it .

General comment: Fonts have nothing to do with applications, Libre Office or MS Office. Fonts are managed and installed in the operating system.
Not sure that you could in 2017, but today you can. I downloaded and tested it in Writer, and everything is as expected for reasonable quality free stuff:
Fontspace lists it as freeware, and it looks like the donation link will go to the creator, should you feel like contributing something.

I have never heard about such a font. Perhaps, you should ask in a font-related forum.
