Why does Shift F4 not work in Libreoffice calc version 5.3?

I cannot convert relative to absolute addresses using Shift+ F4 in Calc V 5.3

Check in Tools | Customise | Keyboard that Shift-F4 is set as the shortcut for Relative/Absolute references.

The default keyboard shortcut for relative/absolute cell references is just plain F4 since at least LibreOffice 5.1
