I had several graphic images ‘anchored to page’ on page 1. When I tried to insert a new page BEFORE page 1, the images remained on the NEW page 1 and didn’t get moved. I consider this a ‘bug’…
This is not a bug. In the word processor, pages are created and destroyed dynamically to accommodate content, and are not something stable. Anchoring to “page” is just anchoring to some internal page number; and if content moves further (e.g., because some new content happens to appear before it, which is the case with “inserting a new page BEFORE”, which is just insertion of a special paragraph (content!) with a page break, or modification of a property of existing paragraph (content again!) adding the page break to it, making it layout differently), the data attached to something ephemeral called “first page of the document” is still attached to it, no matter that most content has moved to the second (note that there’s nothing in content that affects this kind of anchoring).
I always advise to avoid anchoring to page as much as possible.
