You need to enable Complex text layout languages first, under Tools → Options → Language Settings → Languages, Default Languages for Documents. Yes, that’s a little confusing, but without some CTL parts and languages in dialogs are hidden, e.g. also in Format → Character, tab Font, there’ll be an additional Complex sub-tab.
