I have created two overlapping shapes in Draw. Then I attempt to use the arrange buttons to “bring to front” or “send to back”. Nothing seems to happen. Has anyone else had this happen?

Perhaps it is a problem with converting an MS .pub file to an .odg. When I try it in a new file it seems to work.
I think that maybe your object1 that you wanted to go to the back is inside a group. If you have entered the group, object1 can only be arranged within the group; if that group is behind an object2 outside the group you cannot make the group go in front of object2 while you are still inside the group.
You have to either exit the group and then arrange the group in the image to go to the front or remove object1 from the group and arrange as desired.
