I’d likt to assign specific highlight colors from LIbre Writer to buttons on my Elgato Stream Deck.
For instance, button A is for pink highlight, button B is for blue highlight.
Is this possible?

Have you considered creating character styles for these highlighting? Then you can attach a keyboard shortcut to the styles. Don’t forget to attach another shortcut to No Character Style because the shortcut are not “toggling” ones.

I will try to create ‘character styles.’ Is this something built into libreoffice?
Styling is the native way of formatting in LO, not only in Writer. It is much more reliable and stable than direct formatting but it requires a change of mind because this is not the traditional approach (think of how formatting is done in Word).
For more information, read the Writer Guide. There are chapters dedicated to styles. You’d better understand what you gain from styles by reading Bruce Byfield’s Designing with LO, available from the same link after clicking More… and scrolling down a bit.
I"ll check that out. In the meantime, I’m able to select the ‘Character Highlighting Color’ customization to, let’s say F7 but it doesn’t give me the option of setting the actual color.
Using the guide, create a character style with a desired highlight colour. Assign the character style a keyboard shortcut.
