AutoCorrect for specific language only

I want to auto-correct quotation marks while typing in Writer, but only for a specific paragraph/document language.

But this dialog (Replacements and exceptions for language) doesn’t let me change the language from English (USA) to anything, it’s grayed out:

Is this a bug or did I misunderstand this functionality or …?

That’s a bit confusing, the language/locale listbox is always visible but active only for the Replace and Exceptions tab and meaningless on other tabs.

Of the settings of the Localized Options tab only the quote replacement characters (if clicking on one of the ' or " buttons) initially follow the current locale, as set under Tools → Options → Language Settings → Languages, Locale setting.

Setting or disabling individual quote replacements for selected locales seems not to be possible. Those replacements either follow their locales’ rules, or if overridden in the dialog follow the dialog’s settings as well.
