Background Image Misaligned

Intent: We use letterhead for printed proposals and wanted an equivalent that we could save as a PDF for emails. The top image has a logo and address with variable page data over the top of it. The bottom image contains footer data. (This sample file uses the same image for top and bottom to illustrate the problem is not the image file.)

Function: The image at the top is a page background image for flexibility in content formulas, formatting, etc. The bottom image is footer background because the data and formatting is simple.

Problem: The top and bottom images are both set to Top Center 100% but the top image doesn’t go all the way to the edge. Simplified file attached.

Troubleshooting: I’ve checked margins and border/padding. I’ve used different image files. I’ve cleared formatting, started on a fresh file, and everything else I can think of. The problem is there both in print preview and the finished PDF. Help!

I can’t see why the right margin doesn’t show in Page Properties but you can drag it to the edge in File > Page preview then click on the margins icon and you will see the right hand margin, hover over it until the double-ended arrow appears then drag it to the right.
